To address this, interstate pipelines can file a section four request with the Federal Energy Regulatory Commission (FERC) to ask for an increase in rates. However, interstate pipelines have not been satisfied with this option and are seeking to shift the collection of distribution user fees onto the over 1,200 distribution companies and their customers. This change doesn't make sense, as the current system is efficient. Furthermore, if interstate pipelines need to increase fees, they can already do so through the section four request process. Collecting user fees from thousands of customers is also not practical compared to the current system where the government collects fees from less than 100 interstate pipelines. The motive behind the push to shift the collection is likely to avoid scrutiny from FERC, as many pipelines are allegedly charging unjust and unreasonable rates.
